CARLOS II was always weakly. His mother was appointed Regent till he should come of age to rule, which he did at 14 in 1675. However, owing to his illnesses, the Queen decided to continue the Regency till her death in 1696. MANUEL FRANCISCO DE LIRA was forty years in royal service.
Previously Ambassador at The Hague, from 1679 to 1685 he was Secretario de Estado de la parte de Italia, then till 1691 Secretario del Despacho Universal.
